The Phoenix rezoning case was brought before the Fort Worth City Council by developer TTP Partnership, represented by Ron Ramirez of Westwood Professional Services. The 134-acre site is located in the city's extra-territorial jurisdiction and the developer requested voluntary annexation along with the rezoning request.

The request was to rezone the property from unzoned to "A-5" One-Family Residential, "F" General Commercial, and "CR" Low-Density Multifamily. The largest portion, 117 acres, was proposed for 357 single family homes. Another 11 acres was proposed for commercial use, and 6 acres for multifamily housing.

The case received a positive recommendation from zoning staff, who found the proposed uses to be compatible with surrounding land uses. However, staff commented that the request was inconsistent with the 2023 Comprehensive Plan's future land use designation of Single-Family Residential and Vacant/Undeveloped/Agricultural.

The zoning request was approved unanimously by the Zoning Commission by a vote of 7-0.

At the City Council meeting, the applicant Ron Ramirez briefly presented the concept plan and vision for the development. He thanked city staff for their help navigating the process. No community members spoke for or against the case.

The rezoning request was approved by the City Council with no discussion. The approval demonstrates the Council's support for new development on the periphery of the city, especially when adequate infrastructure is already in place. The developer worked proactively with staff to ensure consistency with the City's annexation policy.

Zoning Commission 7/12/23

The request by TTP Partnership to rezone 134 acres at 10181 Forest Hill Everman Rd from unzoned to A-5, F, and CR received approval from the Fort Worth Zoning Commission. But there also uncertainty due to limited details and community input.

Ron Ramirez explained the plans were to develop mostly multifamily housing but also some commercial uses. However, he did not have renderings, specific housing details, or robust community feedback.

Ramirez stated he had reached out to the District 6 Alliance neighborhood group and Everman ISD but did not receive responses.

This concerned Commissioner Dr. Mia Hall.

‟When we approve the zoning, you're going to build a product and I just wanted to know how do we know that the community would be, I don't know, pleased with the product that you're going to bring?

Dr. Mia Hall, Zoning Commissioner, Fort Worth District 6

Ramirez could only estimate price points around ‘$200,000 to $300,000’ and said designs were still in progress.

While the case received Commission approval, the feedback indicates Ramirez could have eased concerns by providing renderings, housing details, and stronger neighborhood outreach. More specifics on the vision and input from residents may have led to fuller praise rather than just acceptance.

As Hall said, details help determine if ‘the community would be, I don't know, pleased with the product.’
