DISTRICT: 11

Palladium E. Lancaster Ave. 5003 E Lancaster Ave

Eastside | 7.95 Acres | 243 Units | Approved

The rezoning request for 4909 & 5003 E Lancaster Ave and 4808 & 4900 Norma St was received positively by both the Zoning Commission and the neighborhood association. The 7.9 acre site was requested to be rezoned from A-7.5, C, and E to PD-D multifamily with specific development standards by rep Maxwell Fisher and developer Avis Chaisson of Palladium USA International Inc.

Palladium highlighted in their presentation that they hold and manage properties long-term rather than selling soon after development. They proposed 243 units in 3-4 story buildings with amenities like a resort pool, dog park, sports courts, walking trails, and an on-site courtesy officer. The site is near retail, medical clinics, libraries, and parks.

Palladium worked closely with the Central Meadowbrook Neighborhood Association on the site plan, including modifying the design to be sensitive to the adjacent single family neighborhood. Central Meadowbrook Neighborhood Association President Cindy Bowling spoke in support.

‟We like this project and what you need to know also is, yes, they have allowed us to be part of the naming process, we are also going to be part of the architecture...A lot of effort went into this. To communicate with us.

Cindy Bowling, President, Central Meadowbrook Neighborhood Association

She said the current site ‘backs up to is just horrible rubbish. And they were excited about this being cleaned up.’ Vice President Dan Hayes called the site the ‘first new development on the street probably in at least thirty years.’

The Zoning Commission voted 7-0 to approve the request. The project received praise for the extensive neighborhood engagement and its potential to spur additional development on E. Lancaster Ave.

Far South | 134.1 Acres | 394 SFR | 54 TH | 1.19 Ac Commercial | Approved

The request by TTP Partnership to rezone 134 acres at 10181 Forest Hill Everman Rd from unzoned to A-5, F, and CR received approval from the Fort Worth Zoning Commission. But there also uncertainty due to limited details and community input.

Jackson's rep Ron Ramirez explained the plans were to develop mostly multifamily housing but also some commercial uses. However, he did not have renderings, specific housing details, or robust community feedback.

Ramirez stated he had reached out to the District 6 Alliance neighborhood group and Everman ISD but did not receive responses.

This concerned Commissioner Dr. Mia Hall.

‟When we approve the zoning, you're going to build a product and I just wanted to know how do we know that the community would be, I don't know, pleased with the product that you're going to bring?

Ramirez could only estimate price points around ‘$200,000 to $300,000’ and said designs were still in progress.

While the case received Commission approval, the feedback indicates Jackson could have eased concerns by providing renderings, housing details, and stronger neighborhood outreach. More specifics on the vision and input from residents may have led to fuller praise rather than just acceptance.

As Hall said, details help determine if ‘the community would be, I don't know, pleased with the product.’

109 NW 29th 109 NW 29th St

Northside | 15.55 Acres | Up to 498 | Approved

The request to rezone 28 acres across multiple properties on Main St and NW 29th St from J and K to D, G, and PD-G received approval from the Fort Worth Zoning Commission but questions about potential displacement from one resident.

The applicant was Oldham Goodwin Capital LLC, represented by Kyle Poulson of Transwestern.

‟Did you already have tenants?

Poulson stated they had done community outreach to surrounding groups like the Northside Neighborhood Association and received no opposition. He said the project would clean up homeless encampments and illegal dumping that had plagued the vacant site.

However, one resident named Daniela Serrano spoke against the rezoning over concerns about gentrification and displacement of the Latino community in the Northside neighborhood.

Serrano questioned whether enough outreach had been done.

Serrano
❝

‟I don't know if it has to be legitimized to this. Because in general, I mean, like, even like, there's like an imbalance of power here, right?

This type of development just leads to displacement.

In response, the Commission and developer discussed options for further neighborhood engagement. Serrano requested 60-90 days for outreach, while Polson agreed to a 30 day continuance to meet with concerned residents.

The Commission voted 6-0 to approve the rezoning, but Serrano’s testimony highlighted the need for meaningful community partnerships, especially in neighborhoods vulnerable to displacement.

DISTRICT: 5

Centreport Lake 14301 Center Station Dr

Northside | 24.1 Acres | 584 Units Total | Approved

Centreport Lake at 14301 Center Station Dr sparked debate over fears of overdevelopment in District 5. Trenton Robertson with Masterplan, representing the developer Marlin Spring, requested to amend the existing Planned Development zoning to add 4 additional apartment buildings with 132 dwelling units to an existing multifamily complex. This would increase the density from 18.76 units per acre to 24.23 units per acre.

The initial request was met with apprehension by the Commission about over building in District 5.

A 30-day continuance to discuss the project further with the developer was put on the table. But in the end, it was approved 7-0.

Far South | 20 Acres | Approved

The applicant was Tribus Properties, represented by Anthony Meeker. He explained plans to develop the site for parking tractor trailers, contractor garages, warehousing, and future commercial along the frontage.

However, Jana Hanes spoke in opposition as the owner of the adjacent Attic Self Storage that she had built 20 years prior. Hanes was concerned the rezoning would allow the property to easily convert to a competing self storage facility in the future.

The commission felt the business owners could work it out as the case moved forward to City Council.

1305 Boaz Rd ZC-23-107

Far North | 2.3 Acres | Denied

The request by T&T Construction to rezone 2.3 acres at 1305 Boaz Rd from residential to industrial was unanimously denied by the Fort Worth Zoning Commission due to vehement neighborhood opposition.

The applicant argued the site already operated a concrete business and wanted to bring it into zoning compliance. But the neighboring Bluff Springs community spoke out strongly against allowing heavy industrial use next to their homes.

Serrano
❝

‟Once you rezone, it's permanent, and we do not want this. It's not safe. It's not safe for the community.

The applicant offered to request lighter industrial zoning instead of medium. But the Commission still voted 6-0 against the rezoning, heeding the neighborhood's clear concerns about incompatible land use.

The requests to rezone two properties on Trinity Blvd from Agricultural to Planned Development allowing commercial and light industrial uses were unanimously approved by the Fort Worth Zoning Commission with no opposition.

The applicant was Leon Capital Investments, LLC represented by Ray Abraham. He explained these were follow-up rezonings for adjacent properties recently purchased from the state DOT to match the new zoning granted in October 2022.

Southeast | 0.15 Acres | 2 Units | Approved

The request to rezone 1809 Miller Ave to allow a duplex for a disabled client was unanimously approved by the Fort Worth Zoning Commission, praised as ‘tugging at the heartstrings’ by Commissioner Rafael McDonnell who cited the applicant's diligence and appropriate land use in his motion for approval.

With organized materials and minimal disruption, the applicant secured quick rezoning approval by presenting a compassionate mission to aid medical costs through rental income from the second unit.

Eastside | 0.14 Acres | 2 Units | Approved

The request to rezone for a new duplex was approved 6-0 by the Fort Worth Zoning Commission but with feedback to improve community outreach, as the applicant had engaged only individual neighbors and not larger neighborhood groups that were notified.

Though direct outreach is beneficial, Commissioner Willie Rankin noted contacting recognized community associations also provides groups the chance to understand zoning impacts beyond immediate neighbors.
