Hillwood Multifamily 13201 & 13301 Alta Vista Rd

Far North Fort Worth | 44.68 Acres | 674 Units | Approved

With two rezoning requests near Highway 170, local developer Hillwood found a proactive approach to easing the approval process: transfer unit entitlements from another project. By committing to transfer existing multifamily entitlements to the new sites, Hillwood managed to assuage the initial concerns raised by the Zoning Commission and neighborhood associations.

While the Hillwood cases were unanimously approved at this City Council and its Zoning Commission meeting on 11/8, the developer initially faced pushback over traffic and density worries. Let’s pull up the Zoning Commission discussion to provide some more color.

Zoning Commission 11/08/23

The most pressing concern centered on congestion from the added density. Commissioner Jacob Wurman noted the area has restricted access, while neighborhood associations flagged traffic impact worries. As Hillwood Development Manager Jesse Carrasco acknowledged, the “main concern” is traffic. This was the result of extensive back and forth with the Vista Greens HOA.

Hillwood got creative with their traffic mitigation strategies.

  1. Committing to orient access along Highway 170 rather than funneling through neighborhoods.

  2. ‘Subtracting‘ units from their already-entitled megaproject Alliance Town Center.

Jesse Carrasco explained:

‟We’re asking to take some of our units from an existing PD that we have within our Alliance Town Center Development and transfer them to this area.

Jesse Carrasco, Development Manager, Hillwood

The tactic worked – Commissioner Rafael McDonnell called the transfer a positive and Commissioner Jacob Wurman, previously skeptical, now said the lighter density made him supportive.

Wurman had an additional issue about whether residential versus commercial uses were most appropriate north of Highway 170, given this is in his district.

‟More commercial development rather than residential may be better suited for the north side of Highway 170.

In the end, Hillwood ultimately sold the Commission by emphasizing the lagging housing supply amidst major job centers sprouting up along the corridor.

The project passed unanimously.
